Forest cooperative management gains attention in this new round of institutional reform of collective forest. This paper makes Shaowu city and Youxi county of Fujian province as research field, applies 156 household sample data, and indicates famers’ cooperative willingness at aspects of getting loan, technology, marketing information of production factors, promotion of selling products, protecting disease and insect pests, forest fireproofing and getting logging quota. Probit models are used to determine factors affecting farmers’ cooperative management willingness from five aspects of family demography, forest land, non-forest production, forest management, and institutional recognition. Result shows the cooperative willingness of farmers at seven specific activities differs to each other, and the degrees of cooperative willingness are all low, and between 4.5% and 16.7%. While those with higher forest management willingness, stronger capability, and more positive evaluation on the institutional reform have higher cooperative willingness. It suggested by the research to reinforce support to development of timber forest management cooperative, innovate cooperative modes, mainly encourage those farmers having management willingness and capability to join in cooperative, and construct more effective institution to promote cooperative willingness and collective forest allocation efficiency.
