Forestland use change will impact forest carbon sinks. The carbon sinks efficiency of forestland use structure can reflect the carbon sinks effect of forestland use by input-output analysis, which can optimize structure of forestland use and maximize carbon sinks value. In view of a regional perspective, this paper select C2R-I model based on data envelopment analysis (DEA), which adopt the forestland used in different types as the number of inputs and the total forest carbon sinks as a final output, combined with comprehensive historical statistics and field calibration, this paper analyzes the carbon sinks efficiency of forestland use structure of Hangzhou domain. The results are as follows: Firstly, the development of carbon sinks efficiency of forestland use structure of Hangzhou domain is uneven, there is a big gap among different parts; Secondly, the spatial distribution of the carbon sinks efficiency presents a reverse correlation with the level of economic development; Thirdly, according to LULUFC directory and the conversion rules of CSDEA, there are three important factors to affect the carbon sinks efficiency optimization of regional forest land use structure, which is the volume of different forest land use types per unit area, the level of urbanization and the forest naturalness status. Finally, this paper presents the inputs and outputs optimization model and result consists of the three factors.
